Ladies and gentlemen, good afternoon in the United States, good morning in Asia. We're delighted to join you all over the world for North Korea Freedom Week. I'm Nicholas Eberstadt from American Enterprise Institute. I'm delighted to be moderating this important session on Open Hearts, Human Rights in North and South Korea. I will be joined by two American discussants, Ms. Olivia Scheiber of the American Enterprise Institute and Mr. David Maxwell, Colonel, Retired, of the Foundation for the Defense of Democracies. But the real important testimony here is from our friends in the Korean Peninsula, escapees from the DPRK now living in South Korea, Mr. Kim Kyung Soo, who will be talking about the situation in the North, Mr. Chu Kyung-bae, who will be talking about the North and perhaps maybe about suppressed religion and the underground churches in the North. Ms. Ju Ilkyong will be giving witness on the current situation in the North and also on the human rights violations against teens, teenagers and youth in the DPRK. Mr. Huh Kwang-il, who will be talking perhaps about the situation in the South. The situation in the South has to be discussed as well in our testimony today.


It is true that since the beginning of the partition of the peninsula into a northern and a southern Republic, that South Korea's constitution has held that all people in the North can be South Korean citizens, can have full rights of democratic freedoms. But unfortunately, the reality has been somewhat more ambiguous and complex for people who are welcomed from the North into the South. In the three years now, since the April 27, 2018 North-South summit, the South Korean government has put itself in a position of monitor –and sometimes even censor– of criticism of the North, even by escapees from the North. This is the way that the joint North-South text on eliminating slander has been interpreted by the current government of Seoul. I'm sure we'll hear much more about this.


Before I get to our discussants and our witnesses, I have to give a salute to one remarkable person. She is the one who has organized North Korea Freedom Week around the world for 18 years. This is Ms. Suzanne Scholte, the Seoul Peace Prize Laureate, the chair of North Korea Freedom Coalition, and the maestro behind the long standing North Korea Freedom Week. Suzanne, we all owe you our debt of gratitude.


I don't want to be in the way anymore for our discussants and our witnesses. I would suggest that our witnesses proceed in the order that I indicated. After we hear their testimony, we can see what questions our audience and discussants may have for them. Ladies and Gentlemen, thank you very much for joining. Olivia, why don't you start off with your commentary and then we'll get to Colonel Maxwell and then to our witnesses.

Thank you very much for the introduction, Nick. Good evening everyone and good morning to my Seoul counterparts. As Nick mentioned, my name is Olivia Schieber and I work on issues related to human rights in North and South Korea at the American Enterprise Institute. Today I'm going to be doing some brief scene setting, which I hope will provide some useful context for the defector testimonies you'll hear during this event. Kim Jong Un has been warning of a new Arduous March – coming from someone who once promised North Koreans that they would never again tighten their belts. This admission is significant because it indicates that things are so bad that not even State messaging can conceal them.


North Korea is experiencing a trifecta of crises that make for the perfect storm. The first is economic. North Korea closed its borders to the world early last year to keep out the Coronavirus, and in doing so, enhance the effects that sanctions are having on its economy, by cutting off much of that illicit stream of income. Trade with China, the DPRK’s top trading partner, decreased by more than 80% in 2020, and numbers were already down from 2018 following the UN anti-weapons proliferation sanctions. At the time, trade levels with China were already at a 17 year low. Further, North Korea's economy has contracted as much as 10% in the last year. In October the DPRK extended these restrictions further and nearly stopped all imports from China, including food and medicine, once again citing COVID-19 concerns.


The second crisis is that of famine. Food insecurity has become a major concern across the country. Over the summer, we experienced extremely heavy rainfalls, which led to severe flooding and damage to farming areas including in Hwanghae, which is an agricultural hub for things like soy and wheat. The floods also exacerbated existing issues with North Korea's agricultural sector including the lack of farming supplies and fertilizer.


Finally, we get to the obvious, COVID-19. North Korea currently reports zero cases of COVID-19, but that's simply not the case. North Korea has seen civilians and soldiers alike that have suffered or died from COVID-19 like symptoms. But the regime attributes these deaths to pretty much anything under the sun that's not COVID-19. The North Korean regime also attributes the spread of COVID-19 not just from human to human transmission, but to snow, yellow dust from China, and migratory birds. Essentially, COVID has provided the regime with the justification it needs to employ some of the most extreme lockdown measures we've ever seen, including severing domestic and international travel, mandating 30-day quarantines, not to mention the rumored shoot-on-site policy on the borders. Further, North Korea has also rejected vaccine assistance from South Korea and the US and has not asked Russia or China for them either.


How has the regime responded to this trifecta of crises? The answer is ideological discipline and control, which is important to us for two reasons. One, it indicates that Kim Jong Un is deeply concerned about the state of his country and the kind of internal unrest that could potentially bring. Two, it shows us the power that information can have in terms of advancing the human rights situation in North Korea. There are several instances we've seen over the past year where the regime has attempted to do this. In December, North Korea enacted laws that punish the possession and distribution of foreign materials, particularly those from South Korea, or what it calls "reactionary ideology and culture," and violation of these measures can lead to 15 years of hard labor, exorbitant fines, and even death. In January, the subject of ideological purity and consolidation were major themes of the Eighth Party Korean Workers Party Congress. In fact, despite North Korea's obviously dire economic situation, the Congress focused on strengthening ideological purity over measures that would offer pragmatic economic solutions. This month, the Kimilsunist-Kimjongilist Youth League will hold its first congress in five years, the purpose of which will be to tighten the ideological holds of North Korea's youth, amid concerns that the younger generation has unprecedented access and exposure to outside influence. Unfortunately, South Korea, under the Moon administration, has been softer on human rights and the DPRK. The anti-leaflet law signed in December, which illegalized sending balloons with information about the outside world into the DPRK via the North-South border is a prime example of this. With this, I would like to pass the baton to my colleague, Colonel Dave Maxwell, who will pick up where I’ve left off.

Thank you, Olivia. Thank you to Suzanne and to Nick and it is an honor to be here with our escapees, heroic people who have acquitted themselves very well. Information and influence are the keys to unlocking the prison that is North Korea. Dr. Jung Pak of the State Department always asks, who does Kim Jong Un fear more, the United States or the Korean people living in the North? We can see that for the last seven decades, it is the Korean people living in the North.


From the Juche ideology to the veneration of the mafia-like crime family cult, known as the Kim family regime, to the songbun system that oppresses the Korean people, we can see how the regime is definitely afraid of the Korean people. The only thing Kim Jong Un fears more, is the Korean people armed with information, the truth about the outside world, and the truth about the nature, objectives and strategy of the Kim family regime and its quest to dominate the Korean Peninsula to ensure the perpetual survival of the Kim family regime, while seeking to oppress all Koreans in the North and South. The Kim family regime’s rule is a blight on all humanity and one of the most tragic events in human history. The suffering caused by Kim Jong Un and the regime is a moral outrage on a scale that is difficult for the outside world to comprehend. We need to educate the Korean people in the North about their unalienable human rights, of which they know very little. We need to educate those outside of Korea about the crimes against humanity being committed inside the North. It is information that will unlock the gulags and the entire prison that incarcerates 25 million people inside North Korea.


We need an aggressive, comprehensive and holistic information and influence campaign to bring about change and to help the Korean people living in the North. Such a campaign is not simple and not without danger. If given the opportunity tonight, I will be asking our heroic escapees about the potential moral hazard we create by sending information into North Korea. I will ask what are some of the most effective themes and messages to transmit to the people? How can the most intensive system of surveillance and control be defeated so that the people can obtain information? What are the weaknesses of the regime that can be exploited through information? What are the weaknesses and what are the strengths of the people that we can reinforce? How can Americans and others help the Korean people in the North? I will ask so much more if time permits. The UN Commission of Inquiry stated, one of the many human rights violations in the North is the suppression of information among the people. We all have a responsibility to help them get information, to get them the truth, and to work to free the 25 million fellow human beings from their slave-like existence. I will close with our US Army Special Forces motto, in Latin, which is "De Oppresso Liber," in English it is "To free the oppressed." Nowhere should that apply more, than to the people inside North Korea. I look forward to our escapees’ testimony. Thank you.

Olivia Schieber, David Maxwell, thank you for those powerful introductory remarks. We now turn to our main session for our event, to the testimony of the witnesses, the escapees, the heroic escapees from the North. I would like to begin with Mr. Kim Hyung-soo, then Mr. Ju Kyung-bae, Ms. Ju Il-kyoung. Finally Mr. Huh Kwang-il. Mr. Kim, please begin.


Mr. Kim Hyung-soo

Good evening, good afternoon, everyone. My name is Hyung-soo Kim. I am Co-Chairperson of the Stepping Stones organization. Let me share briefly about what Stepping Stones is. I escaped from North Korea in 2009, and in 2010, after I left, my mother, on her way to escape, was captured in North Korea. She had gone into China and was sent back to North Korea, where she died in prison. Since then, I'm actively engaging in the plight of human rights violations in North Korea. That has been my mission and I've been sharing about it throughout the world.


There is a North Korean refugee in England, Jihyun Park, together with her, for the purpose of sharing this human rights crisis in North Korea, we created Stepping Stones. It’s an organization to kick off a campaign for sharing about the human rights crisis in North Korea. Now, that's a brief introduction of myself and the organization Stepping Stones.


When I was in Korea, I graduated from Kim Il Sung University, where we received the most advanced ideological indoctrination, and I also became a member of the party. What I’d like to share about now is my firsthand experience regarding North Korean human rights and the reality of human rights violations. I had listened to the South Korean radio broadcast for six years, and I want to share with you how many North Koreans listen to South Korean radio currently, and how radio content is received by North Koreans, and also about how North Korea is trying to block this broadcasting.


Now, the reality of North Korean human rights violations is that North Korea deprives any freedom and right to information of North Korean citizens. When Eastern Germany fell, in North Korea, many people began to get suspicious and doubt the legitimacy of a socialist or communist system. Many people began to have curiosity about the outside world. In North Korea, there is a lot of interest in South Korean content, western movies, and South Korean pop songs, which come in through China. People would purchase them at very high prices and then copy and redistribute. People started to find out about the reality of the outside world and how it is different from the propaganda that the North Korean government says about South Korea, and that it is not true. They began to find out about it. It is a reality that the more you suppress, people want to know more. Interest in learning about South Korea among the North Korean people began to surge.


The regime began to tighten their control even further. If you are found out, you can be kicked out of the Korean Labor Party, and they began to control, monitor and punish. There was a reaction to that harsh punishment. They say, “Why are they punishing us this severely?” So then, more and more people began to escape from North Korea. The outside world began to increase efforts to bring in information through media and other means to North Korea.


Now, as I came to find out about South Korean broadcasts, they tightly controlled people who listened to the radio. If you share what you heard from South Korea, and if that somehow gets to the police, then the government police traces the source of the news. If you get found out, you will surely get severely punished. Many people have been arrested for listening and then sharing with others about what they heard.


Now, that is called world reactionaries. World reactionaries means they make a mistake by sharing what they heard from the South Korean broadcast. If you share something, even a little bit, you can get killed. They're saying be careful with what you say and keep it to yourself. There's a Korean proverb, “When you say something during the day, birds will hear it, if you say something at night, mice will hear it.” So, that means you have to be cautious about what you share. They have a very advanced listening device system. People know that their conversations are under strict surveillance. They have to be careful. They say that walls have ears, people used to say, and they are lamps. I was actually living in housing provided by the government, and I knew, or I suspected, that there was a listening device in our homes. There is no freedom of speech.


Currently in North Korea, there is strict surveillance and control, and that is added to ideological indoctrination. Their worst way of doing this is that all North Korean citizens have been organized into different groups. All of you, our American colleagues, know this.


I want to make sure not to forget to thank you for providing this opportunity to share our testimonies. On behalf of all our panelists, I do want to thank you. AEI, you know the reality of North Korea.


In short, let's say for example, at age nine, you enter the youth brigade. They're organized, and every week they do academics together, where there is strict ideological indoctrination. That's how tightly controlled it is, only providing North Korean government ideology. Ordinary citizens are blocked from listening or getting any information from the outside. But as for me, I was able to obtain a radio. At that time, many people were dying of starvation. A friend of mine smuggled a radio in from China. This friend had another friend in China. He listened to the radio very carefully. When I first listened to that radio, I told my friend, “You should not listen to that, you're going to get into big trouble.” When I heard it, I couldn't help myself, but to listen a second time, I was so curious. We hid under the blanket under complete darkness and listened to the South Korean broadcast. Actually, this was Voice of America, the Far East broadcast, and Han Min Jok broadcast from South Korea. The broadcast was so clear, and the audio was very good. We listened for three days.


The ideological lie had been peeled off. North Korea has been organizationally and systematically emphasizing indoctrination, but that's only a sandcastle. We can break it down in a short amount of time. There's no foundation. I had been indoctrinated for decades, but three days of listening to a radio broadcast opened my eyes. The scale of propaganda had peeled off. I asked my friend to get a radio from China. You had to set the dial–it wasn't digital; it was analog. The worst danger is the secret police, who can do house searches at any time, so you have to be careful. I hid it’s different parts. I began to listen to the broadcast every night. I listened for about six years. Another powerful program was North Korean refugees who are living in the United States or in South Korea. Their testimony was super powerful, and we began to learn about the North, the United States of America, the North Korea and South Korea relationship, and international geopolitics. We learned about that, and we also began to learn about how the United States has been the subject of propaganda, that it was an evil nation. From the North Korean refugees who live in the United States, we learned how wonderful the United States is and that the United States is not an evil country.


One of the refugees who was a similar age as me was a bus driver in South Korea. In North Korea, he used to work so hard for a month and he could only get about a pound of rice, this was in 2005. And as a bus driver he said he was making 1,668,000 won and with that, he could purchase a lot of rice. In North Korea, he could only buy like 1.6 kilos, but in South Korea he could buy 40 kilos, the wage difference is so great, it was incomparable, it's a like 300 or 400 difference in terms of its labor value. This is nonsense. If the Juche ideology is so great, then people should be able to live great lives, but it wasn't so. I heard through the Far East broadcast that there's severe religious oppression in North Korea. I learned that the reason is because they only want people to know about the Juche ideology – no other options.


Now, in North Korea, before I listened to Korean radio, when I considered Korea through North Korean reality, I only looked at it in a positive light. Later, I became aware of the reality. The entire reality of North Korea was just nonsense. It was an autocratic reality. In North Korea, while I was listening to the South Korean radio, I learned that Kim Jung Un would be the successor to Kim Jong Il. Most North Koreans didn't know that. There's secrecy in North Korean politics. But back then, I wasn’t aware of Kim Jong Un, but I heard from the radio that Kim Jong Un would be the successor to Kim Jong Il. Kim Jong Un, who was like 20, or 30 years old, younger than I am now. If this young guy becomes the next leader, my entire life will be ruined. It will be worse than it already is. I decided to escape North Korea.


The way I actually escaped North Korea was that I used a Chinese cell phone to communicate with someone in China. While I was making the second phone call, three secret policemen came into our house. One guy had an electronic device detection tool. He was able to trace my cell phone. I was arrested. I was tortured. They interrogated me, “Who did you call in China? Who is in China?” They tried to accuse me of spying for the South Korean CIA. It was so much torture, I told them we had a lot of Chinese money in our home, that I was sorry, that I did make a mistake, but that I’d give them the money, to please release me. On the way back to get the money, I escaped. I was able to escape to China.


Now, for North Koreans, the radio and any types of flyers are very important. Radio is very effective. The radio is like a beacon of hope for North Korean people. I want you to know that many North Koreans are listening to the radio. I knew that many North Koreans around me were listening to the radio, my acquaintances and friends. Once when having drinks together, one friend was a high level party member. He was a fellow college alum and a high level government official. This was 2008, and he said that in South Korea, Lee Myung Bak had become the new president. In North Korea, you wouldn’t hear about background information on Lee Myung Bak, but listening to the South Korean broadcast, my friend told me that this next candidate Lee Myung Bak is likely to be elected as the next president. He used to be a Seoul mayor and he used to be a chairperson of Hyundai Motors. A friend of mine shared that information. I knew that because this guy knew this information, he was also listening to the radio. I asked him, “How do you know that?” “A friend of mine stopped by my home, he had been on a tour to Paektu Mountain, a friend of mine visited, and he shared this story.” But I knew he was lying, because I knew he was listening to the South Korean broadcast. He also shared a little bit about infrastructure improvement in the city of Seoul. I knew that he was listening to South Korean broadcasts.


Currently in North Korea, it is government officials and party members who listen to the radio. Ordinary citizens cannot afford the radio unless they have the financial means to purchase a radio. Again, in summary, broadcasting into North Korea is a beacon of hope. I trust that, in due time, something like the Arab Spring will happen in North Korea, the arrival of a North Korean Spring, with many young people and broadcasts. Now, it is tragic that the South Korean government is stopping these broadcasts into North Korea. The South Korean regime is collaborating with North Korea and supporting the North Korean regime and human rights violations. Thank you for this opportunity and for your interest and support on issues in the Korean peninsula. I appreciate our interpreters as well. Thank you. If you have questions.

Mr. Kim Hyung-soo thank you very much for your eloquent testimony, now if I might ask Mr. Ju Kyung-bae to inform us about his experiences and his thoughts and reflections on the realities that we need to know.

First of all, thank you for this opportunity, and to all the stakeholders that are behind this meaningful event. I thank everyone who makes this event a reality. We can send more information of this type, more information to the Korean people. I cannot thank you enough. This is our hope, and if this is hope for us, this is going to be hope for the North Korean people who are still in North Korea. I believe that through this event, this important message will be delivered to the people in North Korea.


As you're very well aware, the Kim Jong Un regime has actually been pushing, pulling their last strings, and they're trying really hard. They're suppressing and persecuting North Korean people even more. According to the information we received last March, they're trying to completely cut off the people who are residing at the border with China. They're basically not letting them communicate with people, with relatives living in China. We’ve recently been expecting some sort of tragic event. This has been a pattern, when it comes to the Kim family regime and their behavior patterns. Whenever there is a crisis, they persecute their people even more, in order to suppress. For the past seventy years, they've never changed, not once. Now, we see a slight ray of change and a ray of hope. There is hope for peace.


I would like to speak about the Korean administration a little bit. As we were preparing for this event, and since 2017, May, 2021, this is basically a constitutional country, and the people have a constitution, and according to the amended constitution, over 600 law articles, which are evil, very bad ones. I think these amendments are unfair and unreasonable, and they will keep passing these amendments on the articles of the laws. None of the new laws are in favor of North Korean defectors. This is all happening in North Korea and South Korea at the same time. Both countries are actually spitting out these very evil, unfavorable, bad laws, making them, not just amending pre-existing laws.


When we talk about freedom of religion in North Korea, it is a horrendous reality. These are human rights and basic rights. Understanding this, explaining this, is why we're very thankful for this type of event. This is very valuable for us. If we continue with these types of movements and efforts, I believe there will be change in North Korea, God will help us, and justice and truth will prevail. The entire purpose of this event is for us to give more information to the North Korean people and bring peace, justice and freedom to the people.


We actually believe that North Korea is open, just like the US, and I don't think North Koreans ever turned their backs on this notion. I think God loves North Koreans with the same kind of love He bestowed to the people of the US. He hasn't forgotten them at all. There are many underground Christians in North Korea. There are many North Korean defectors not only who defected to South Korea, but we also need to consider those who defected to Russia and China. We don't have this exact number available, we think it's probably 200,000 to 300,000. About 35,000 defectors defected to South Korea, and we can assume that there are so many more people living in the North. If you actually calculate the number of defectors, we can calculate that one in 80 North Koreans have actually managed to escape North Korea. So you cannot actually think that North Korea is completely closed. There is an open road for them to get out and escape.


As for this mitigation, and other solutions for these defectors, I don't believe there is a clear trusted way, even when it's from the South Korean administration. In the past, even one defector defecting from North Korea, would capture the attention of the whole world. They found it interesting. Now, many people defect, one out of 80 North Koreans defect. In some ways, we're not getting more attention, or it's not sufficiently interesting to the Western world anymore. We have to do more, we have to make it an issue and we have to help them even more. We have to understand that Koreans actually have connections outside of North Korea, including people in North Korea, China and other countries. We have to pay attention to this factor.


We need to understand that radio and sources of information flowing into North Korea are very important. I myself actually listened to the radio a lot. And then there are other methods for delivering this message to North Koreans, like SD cards and other devices. We have to utilize all available methods so we can deliver this good message, and also, help them with supplies and other items, not just information. The South Korean government is actually suppressing these types of activities. This is wrong. There's something wrong going on in South Korea. We have to connect all throughout the world, not just the defectors who live in South Korea, but also defectors who live outside of South Korea. We have to connect and form a network of information, and we have to find a variety of ways to help them.


Another aspect we need to pay attention to is with regard to defectors living outside of South Korea, outside of North Korea, and try to connect them to each other, as many as possible. Because they are defectors with no legal status, they are hiding, and they don't know how to come up to the surface and connect with others. These defectors residing overseas actually connect and send messages, and they all keep in contact with family members in North Korea. They are thirsty – they need this information.


We also have to reach out to highly educated people, such as doctors or high government cadres and officials. We have to deliver this type of information, so that they can do something about it, because they have more influence in their positions. If they change, and then if they return with changed minds, they can be of influence. We can form a different type of support base within North Korea, not just outside of North Korea. There are many foreign students abroad. We have to connect with them, reach out to them. Because they are studying in foreign countries, their mindset and way of thinking is already different. Once they return to North Korea, with these changed open minds, they can be a huge influence on North Koreans.


We need to connect and reach out to defectors living in the US, Russia, and China, and to workers overseas. We need to open our hearts, and once we open our hearts, there is nothing we can't achieve. We can talk to each other and find a way to deliver more information to North Korea. We have to help them even more. I understand that there have been many NGOs and many activities. That path is paved, we worked on it, and so now we just have to take that path, and be a little bit more aggressive. I believe that will bring so much more fruit.


With regard to the religious situation in North Korea, the fact is, there is religion, there is faith. We have witnessed so many events, our God actually works in North Korea, and He did not just die on the cross, He was also risen. So, He is working, He is alive. He is working in North Korea with the same power He's working with in the rest of the world. He speaks to our friends, our family members, and then they want this freedom and faith, they want to believe in God, and it's reviving. You should never think that religion and God or Christianity died in North Korea, that is far from the truth, it's alive, very much alive. Think about the people who are currently incarcerated, yet there is a great revival, a movement for Christianity in North Korea, so we have to help them even more. We only need to improve and expand change. They are the object we should pay attention to, of course, but we shouldn't feel sorry for them. These are people who are active and independent. These are Christians, who are alive, so we have to continue helping them. Thank you for your attention.

Under a government like North Korea, a government based upon a foundation of lies, there can hardly be anything more frightening than people of faith who believe that the truth will set you free. Thank you for your testimony. Now, I'd like to ask Ms. Ju Il-kyoung. If you could please share your thoughts and testimony with us. Welcome. Thank you.


Ms. Ju Il-kyoung

My name is Ju Il-kyoung from North Hamgyong Province, Chongjin. I was born and raised there. I’m studying media at Korea University in South Korea. Since nine years of age, I listened to a radio my dad had purchased in North Korea. Through the radio, my entire family began to open their eyes. That radio was the pathway to changing our mindset. Now, by the grace of God, our entire family came to South Korea. There's a small picture on the wall, our family picture, and I'm so grateful to God. What I learned recently is that this is not the end, now that I found freedom, that is not the end. The mission of defectors like me, is to spread freedom.


I'm currently studying at the University, and I’m also a mother. I belong to the organization led by Mr. Huh Kwang-il. I'm so impressed by the many citizens of other countries such as you, in the United States, I'm so grateful and I'm so impressed. I asked an American friend, “Why do you spend your precious time on North Korean issues?” This friend shared with me, he said, "Because of freedom. It's freedom." That was his answer. I was so moved. I want to thank all of you who are in solidarity with North Korean freedom. I pray that God blesses you seven fold for all your dedication.


I want to touch on a couple of subjects. I know it's bound to overlap with what others have shared. After my presentation, you can ask me any questions you may have. One of the questions Colonel Maxwell mentioned is, how can we break down the strict surveillance system of North Korea? How can we create a hole in this control system? First, the South Korean government. They just passed a law to prevent North Korean propaganda. There's another legislation about North-South trade. Because of that law, Kim Jong Un's sister, Kim Yo Jung, has set the penalty for South Korean citizens engaging in propaganda activities against North Korea. Now, radio broadcasts, any money transfers to North Korea, all these are being stopped. This is preventing North Korean citizens from waking up to the violation of their right to know the information.


By making this type of propaganda or information dissemination to North Korea illegal, it supports the North Korean regime and North Korean human rights abuses. In North Korea, there is what we call a tidal wave of blood. There's severe, horrendous persecution and suppression. We witnessed that with my father's cousin's entire family. His name was Kim Bong-ho, his wife's name – well, I'd rather not say her name. This couple was publicly executed, right in the city center. The son is missing. This is my aunt's family, so my cousins, brother and sister, a four member family. They were a hard working family, but then from one day to the next, even the young children were handcuffed and taken away. I heard that the reason was because my grandfather was a Christian, he was a pastor. That was the only reason for this family to have gotten arrested and taken away. I know too, this struggle against human rights abuses. My parents’ generation paid the price. But now my generation, our younger generation – It's not about politics, this is about our struggle to gain freedom. Now that I know that I am aware of this, I want to raise awareness and mobilize other young people to join this initiative.


I want to provoke the current South Korean government, I want to pressure them so that they also take a proper role in this fight against human rights violations in North Korea. Now we are talking about the next generation, both South and North Korean governments emphasizing the next generation. The current South Korean government has reduced about 90% of its budget for any anti-North Korean propaganda initiatives. Many North Korean human rights organizations in South Korea, are now working on a volunteer basis, there are no funds. Despite the difficult conditions, the children of defectors, in solidarity with foreign supporters, are engaging to raise the second generation of activists, such as the second Kim Yong Su, second Ju Kyung-bae, second Park Sang Hak, Huh Kwang Il. I want to see the leaders among the younger generation emerge to succeed these people who started the movement. I think they will become global leaders to lead a global movement against the North Korean crisis.


Studying in South Korea and in the United States is important. And, while I study, I want to continue to work on this cause and want to remain in this atmosphere and environment. The journey of defectors and refugees should not end here, now that they found their own freedom, but they continue to lay a foundation so that the next generation can enjoy that freedom. I ask for your support and prayer. Thank you.


If you would allow me to respond to Nick’s question, a very moving question, as to whether Kim's family was fearful of getting that information. How can we have a moral impact and break down the Kim system? This was a question from Colonel Maxwell. How can we make an impact? Again, there is no shortcut or special answer. It is the continuous feeding of information to North Korean citizens. I'm studying media at Korea University. As I learn more about media, I want to create content that is relevant to North Koreans, and the means for sending it to North Korea. What's most important are balloons. Park Sang Hak said if you get caught using a balloon, you are imprisoned for three years, since it is now illegal. I think the radio is very crucial and effective. We have to share the truth about history, culture, religion, politics, all varieties of content, we need to share it. We need to develop technology that will enable North Koreans to receive this information safely. WiFi or internet hotspots are not feasible. We are doing a lot of research on the internet. There is a lot of information, and we could somehow find a way to send something like Wikipedia, encyclopedias, or information placed on a thumb drive or flash drive. Once when I got a notebook, I turned it on, and some information was already embedded on that computer. I tried to connect to the internet, of course, I couldn't do that in North Korea. But the notebook already had a lot of information, and we could do some searches. We could provide some sort of tablet or flash drive, withl all sorts of media carrying content into North Korea, and a safe method for communicating. We could see something livestreamed or recorded content.


Likewise, there must be a way of providing this kind of media experience to the North Korean people. I had mentioned my uncle who was publicly executed. There was a time that I went to his house. At that time, we watched live TV. There's a drama called "Guy's Over Flowers," a mini series. We watched it on a small monitor in black and white, because we all watched secretly. We didn’t know how to handle the technical aspects, so we made some type of antenna contraption. We used aluminum foil to prevent the wave signal from reaching the neighbors. There are ways in which North Koreans can receive livestreaming content from outside.


Another thing we thought about was the ability to make phone calls, although, because they are being monitored, it's very dangerous. It is a little limited, because North Koreans are not allowed to have free conversations. Maybe there could be a technical way of tampering with chips or something to enable North Koreans to communicate without being listened to, without being monitored or surveilled. Perhaps through a satellite system, we could beam information into North Korea. I try to brainstorm on a variety of ways to send information in, whether technical or otherwise, with my friend who recently defected. There are electronic books, such as Kindle. I see many digital materials similar to Kindle. We could share digital books and content into North Korea. Thank you very much for listening.

Ms. Ju, I think we could have listened to you all day long. Your witness is powerful and moving. The point that you make, that it's not good enough to escape to freedom yourself, when compatriots are still enslaved, I think is deeply moving. Your words affect not just us, I think your words will get back to North Korea, and people will hear what you and other escapees are trying to do for them – so powerful and admirable. It gives me great heart to see a rising generation of young people in your country. Not just in the Korean Peninsula, but around the world who have taken up this cause. People in North Korea should know this is part of the reality as well. Thank you so much. Our final witness, Mr. Huh Kwang Il.


Mr. Huh Kwang-il

Thank you so much. Currently, I am the president of the Committee for the Democratization of North Korea. It is my honor to be part of this program, and to have this conversation with all of you. I would like to briefly introduce the Committee for the Democratization of North Korea. This was established by Mr. Hwang Jang Yop. It was founded for North Korean human rights and defectors successful settlement in South Korea. Previous speakers mentioned the realities and difficulties in North Korea in very much detail. I would like to speak about the current problems and issues regarding the current South Korean administration. The current administration tries to deliver the message that North Korean defectors are very selfish people, that they abandon their own family and friends in North Korea, and then they defect only to help themselves. These are wrong and dangerous messages that they are deliberately bringing out. They also artificially and actively try to suppress any type of human rights movement regarding North Korean defectors. They cut off all funds and there is currently no budget for actively working in this field. They actually state that this type of anti-North Korean and human rights organization movements are against official policies towards the North Korean regime. This has no backbone.It is humiliating.


We need to realize what the reality is and fix it. The current administration is very favorable toward the North Korean regime, and China itself poses a great problem. They just stopped bringing the flying balloons with messages into North Korea. That is a real step backwards, when you think about it. This was very important, because it was a simple way to deliver the message and it was helping North Korean’s right to know. When you take a look at the history of the South Korean administration, at no time had the administration prevented this type of movement activity at the government level.


It is my belief that in the South Korean society, there is much spy activity going on, among the various movements trying to help North Koreans for the purpose of indoctrination. It's a serious issue. Most importantly, this is against human rights. And then you have the evil law regarding North Korean human rights, and they're forcing this policy upon us. Perhaps this is the sign that the current administration shows the possibility that perhaps we lost.


Nicholas Eberstadt

I'd like to simply observe that for international viewers, for people who follow Korean affairs, it has been mystifying and bizarre to see a government made up of so many self-proclaimed champions of human rights, who seem, for some reason, to go deaf, blind and dumb when they're looking at the northern half of their own country. Maybe someday historians will explain to us the psychopathology involved there, but it's deeply troubling to people abroad, just as I know it's deeply troubling to many voters in the South Korean democracy.


Mr. Huh Kwang-il

This administration shows that they are not on the side of the defectors who are fighting for human rights and freedom in North Korea. The Moon administration is currently working against the suffering people in North Korea. They're actually trying to help the North Korean regime, the Kim family, which is truly bizarre and unjust. In my view, when it comes to policies regarding North Korea, the president should not be the only one who decides what is to be done. Not too long ago – as Ms. Ju Il-kyong spoke of as well – they are currently being berated by the North Korean regime, and perhaps North Korea knows something shameful about the current South Korean regime. I don't know what is going on, but their current policy is very degrading and humiliating. It is a very serious issue. The way that South Korea acts toward North Korea affects the entire freedom and stability of East Asia, and even the whole world, I believe, due to these underlying South Korean policies from here on out. We have to fight, we have to solve this issue of the South Korean administration, which is currently working jointly with North Korea’s Kim Jong Un's regime. We must work on this. They just cut off all aid to North Korea, this is a very difficult situation.


On March 1st we started sending the radio broadcast, we started it back up and want to continue, and do even more. We're ready to give our lives so that North Koreans have freedom and human rights. We don't want to look back, we don't want to have regrets. Our efforts will be to do the best that we can do. Thank you for this event. Please continue to maintain interest and support in this movement.


The last subject I’d like to touch upon is that there is an open policy in North Korea. Currently, it is like working toward the North Korean regime, but this open policy, whatever the movement is, has to actually work for it to actually help North Koreans, and not the regime. It was actually Kim Jong Un who tasted the flavor of foreign countries. When you think about North Korea’s open policy, you cannot rely on what Kim Jong Un and North Korean leaders would do. You have to listen to the people of North Korea, and what it is that they want, what they need. We need to find out and then work toward that end. Once again, thank you very much for listening to me. My special thanks to Suzanne who has dedicated her life to this movement, I cannot thank you enough. Thank you very much.

Thank you so very much. We have many questions from our international audience that have come in. I'm going to read some of the questions. Then I'm going to ask Olivia Schieber and David Maxwell if they have additional questions. Then I will ask each of you to respond to one, whichever question you like, or to say something else in conclusion before the time runs out. Let me read the questions first. How to improve the quality of life of North Korean defectors? What should we do to stop the new Arduous March? How do we give freedom to the North Korean people? You all have been talking about that, but you may have some particular additional suggestions. Can you tell us about the effectiveness of the current radio broadcasts, like Radio Free Asia, Voice of America, and others, in reaching the people and the elite? What about balloon launches? Are they still happening? In civil society will we have technology to send outside online information to North Korean groups avoiding the surveillance? Ms. Ju, you were talking about that a little bit. Or only can the governments have technology? Or is this just impossible? Those are some of the questions from our worldwide audience. Now, I'd like to ask Olivia and Dave if they have any additional questions to pose to our witnesses, the escapees. After that, we will ask them to conclude the program. Olivia.


Olivia Schieber

I would just like to say to all the defectors who gave their testimony today, thank you for sharing your stories with us. We can give facts and figures all day long, but there's something, I think, uniquely powerful about hearing your stories and the messages that they convey. If I just had one question – we have probably a lot of American viewers watching this broadcast – if you had a message to them in terms of what they could be doing to improve this situation that we see, what advice would you give them?


David Maxwell

Yes, and let me echo my thanks for all our escapees' testimony. It is powerful and important. I hope people listen carefully and will take it to heart. My question for all the escapees is about the moral hazard of sending information to North Korea. Many people will counter my recommendations, that we send information to the North by saying that it is dangerous for the people in North Korea to receive that information. That when we do that, we are putting the Korean people in the North at great risk for punishment from the regime. How would you respond to that argument? Your testimony has indicated that you have not been deterred by such punishment. But how do you respond to people who think that we should not send information, because it puts Koreans in the North at great risk? Thank you for your great testimony.


Nicholas Eberstadt

Thank you Dave. Ladies and gentlemen, may I ask you, witnesses, each to answer maybe one question which you choose yourself. We'd like to hear your responses to these important concerns of the international community. Maybe going through the same way, Mr. Kim first, then Mr. Chu, then Ms. Ju, and Mr. Huh, please.


Mr. Kim Hyung-soo

Among all these different questions, I listened to the radio in North Korea, I was exposed to danger, but I listened for six years despite all of that. When North Korean citizens listen to the radio, they know it's dangerous, they know there is a threat. One year prior to when I was listening to the radio, someone got caught while listening to the South Korean radio and was publicly executed. I witnessed it. But even thought I knew of the danger of such a threat, my curiosity was actually as to why would that person listen to the radio, knowing that they would be executed? Now we want to give them the right to know. If we are concerned about the danger they are being exposed to, we end up helpless. We have to continue this. North Koreans, knowing the danger, would rather know, even if there is this danger of death. In world history, never has there been a people so isolated as North Koreans have been, so they want to listen. Our fear of them getting hurt, causes us to do a disservice to them, because they want to listen, they want and need the information. We need to resolve this human rights crisis issue and not through war, not with arms, but rather, by raising awareness and consciousness of North Korean citizens through this information. That is why I think we need to continue until the end.


What method would be most effective? How can we avoid surveillance and control? We need to come up with creative innovative ways that can be creative technological solutions. Ms. Ju mentioned that we need to fully utilize the entire field of the media. I'd like to add, how can we improve the life of defectors in South Korea? We came to South Korea for freedom, but now in South Korea, their freedom of speech has been suppressed in South Korea! They came to South Korea for freedom, but now their freedom is suppressed and controlled. We could ask, is the South Korean administration, is this government in favor of a free society? We have to question not just in regards to the human rights of people in North Korea, but also the human rights of defectors in South Korea. These are related.


I'm engaged in both, two-fold activities. I think that the plight of defectors also needs to be made known to the global citizen audience. How we can improve the lives of defectors or refugees in South Korea? We need to continue to give it attention. Because we are defectors, our interest for North Korean freedom is more than ordinary South Korean citizens, because we came from there. Now, there are different political parties. There are many organizations, even political parties of defectors, there are new emerging organizations. We need to activate and support these organizations in South Korea, for North Korean human rights activities. If those of you outside of Korea can give us attention and support, I think it will help not only defectors in South Korea, but also the people in North Korea. Again, I’d like to thank you for this time and for listening.

Thank you Mr. Kim. Mr. Chu, Ms. Ju, and Mr. Huh, if you could give us your final comments, please.


Mr. Chu Kyung-bae

Thank you for your interest. I am very encouraged and strengthened. Now, among different questions, let me just share whatever comes to my mind. The effects of Voice of America, Far East, these come through very clearly in South Korea. Also in South Korea, these radio programs come from one channel and in North Korea, these three channels can be heard very clearly in North Korea. There should be more robust activity, because this could be very effective. We cannot disclose it right now, but we are trying to establish contact with these listeners in North Korea. I’m not at liberty to share how, but we are monitoring this.


I want to encourage you, you need to continue to send radio broadcast waves to North Korea. Colonel Maxwell mentioned, “How can you make a greater impact on North Korea?” This is a regime of lies, so we have to counter that with the truth. I understand your heart. We have to share the truth, we have to counter that with the truth, that's how we're going to break down the lies, and that's how we can break down this false faith and ideology. And we must continue to share the truth, and it will crumble the Kim regime and bring true freedom and life to North Korean citizens. The freedom of mobility, freedom of information, speech and all of that. In North Korea, any type of information is fresh life to North Koreans. And when North Korean citizens hear about our activities, it will be such great encouragement and hope.


Another important issue is, as Colonel Maxwell and Mr. Hyung-soo Kim said, one thing that we are mistaken about North Koreans is, should we do this, something that can endanger North Korean citizens? That is a fallacy. First, we do understand, of course, that we need to be cautious. We want to protect them. But for seven years, the Kim regime has exploited this, and that is how they maintain control and suppression of North Korean citizens. But North Korean citizens want freedom more than that, more than life. If I may be blunt, North Korean citizens are not animals who just want to eat and survive. No, they are human beings who want freedom, who want truth and information. How should we treat them? We need to send them radios, so that they can listen and get the information. Currently in North Korea, people make their homemade radios so they can listen, despite all the threats of danger. It is that desperate, they are so desperate for information. Even people who oppress and even those oppressors, are not totally the enemy, even if they are not getting paid, they are not getting fed. The system has to be sustainable. We have to focus on the efforts of North Korean citizens. If we could break that, any type of interest among oppressors, I think it could be very effective.


Many people are deprived of any freedom of movement, information, and speech, but our purpose is to triumph. These people are not afraid of death, I believe they will have a promise of resurrection, not just spiritually, but I mean about overcoming even those fears and dangers. I think they need to achieve triumph. Ms. Olivia asked about what we can share with people in the United States. I’d like to share that, first, I’d like to thank them. We love freedom, just like people in the United States do. I thank you for accepting us and loving us. Last year, the North Korea Freedom Week motto was, "The Truth Will Set You Free." Now this slogan is applicable both in the United States and in Korean peninsula. Thank you.


Ms. Ju Il-kyoung

Let me just briefly touch upon the quality of life of North Korean defectors. The elementary school education I received in North Korea didn't really help me with my studies in South Korea. I received a scholarship. I just simply share that there is a need for additional aid for students like myself, such as tuition, and the like. In North Korea, I was taught that people in the US are the enemy, they are Yankees, and they work against us. Now that I have experienced life in the US, I know it's far from the truth; they are like angels, they help us and I love people here.


With regard to the radio, many people listen to the radio. In our family, we used the expression, “we ate, we swallowed the radio.” We were so thirsty for information. We loved listening to the radio. I just want to emphasize the importance of listening, the ability to listen to the radio in North Korea. Also, about religion, I learned about religion from my grandfather. Some, I learned from the radio, for example, Christmas, it's a worldwide holiday. In North Korea, it is not observed at all. The most important holiday in North Korea is Kim Il Sung's birthday. Each year is according to when Jesus was born. But then in North Korea, when you ask people, how old are you? They actually give their age according to Kim Il Sung's birth year. It's like a stark difference from Western society.


We need to realize that God lives in us and He is with us, that He works within us. We have to get this very important, true, invaluable message to people in North Korea. We shouldn't hold back, we have to shower them with an abundance of information. This is a very sure way to break down their regime, their idolization of the Kim family, and then Jesus will work for us. I truly believe in that. Thank you very much.

Thank you very much Ms. Ju. Mr. Huh, I'm afraid we have run out of time, we are going to have to stop now. I want to thank Olivia Schieber and David Maxwell. It's not just opening hearts in the international community to the movement for human rights in North Korea, it is also opening hearts in North Korea for members of the regime, for the oppressors of the population in the North. Those of us who have a little bit of acquaintance with the Bible, know that this has happened before. In fact, one of the great saints of the Christian religion, the apostle Paul, was an oppressor of the people. He had his moment on his road to Damascus, of his conversion. We can hope that that sort of an epiphany happens to many in the North who are currently oppressing their brothers and sisters. Thank you all. 지금 최근에 여러 상황을 특별히 탈북 하신 분들로부터 억 증거를 듣게


증언을 듣겠습니다 지금

어 김정은은 어 북한에게 더 이상 자 허리 티를 조 주지 않겠다


그렇게 약속을 했음에도 불구하고 지금은 상황이 너무 어 악화되어서

어 국가의 어떤 것은 언론 제재에도 불구하고 사람들의 의견이 나타나고


있습니다 첫 번째로는 경제적인 문제구요 작년에 코로나 자태 때문에 국정을

차단 했는데 그렇게 함으로써 그 재재 경제체제의 그 결과가 더 심화


됐습니다

그리고 북한과 중국의 에 그런 무역이 벌써 20% 증가 됐고 그건


2018 년 안 붙어 있었던 여러 그런 경제 제재에 더 심화가 된거죠

그래서 17 년 역사상 가장 최저 였읍니다


어 그래서 gdp 가 10% 증가 들었고 또 북한은 이제 모든 중국과

중국에서 음식 약품의 수주 수입이 다 중지되었습니다


특히 이제 감소 되었죠 그 다음에는 어 가무 미국 기근 인데요

북한 전체 식량난이 있고


어 지금 강 울 장마 가지고 홍수 가졌기 때문에

황해도 지역에 있는 어 농산 제 많은 기회가 있었습니다


그런 것 때문에 지금 북한에 있는 그런 절어 어 농업의 그 생산량의 큰

타격이 있었습니다


또 마치 목으로 지금 코로나 사태가 있는데요 북한에는

어 코로나가 사태가 한명도 없다고 하지만 그것은 사실 이 가 없죠


지금 군인이나 민간인이 코로나 때문에 죽은 사람도 많구요 하지만

어그 정권은 이런 것들이 코로나가 아니라고 그렇게 설명하고 있습니다

에 그래서 그 유럽 부터 지가 북한 인권 활동을 하면서

짧은 혀 때문에 긴 목이 달아난다 이러니까 짤릴 때문이지 모인 알아야


한다 이런 말들이 돌아가면서 가슴 안에서도 불발 해도 초록 주의 하라고

저희 가까웠던 친구가 어 미술을 했어요 밀 쑤가 중 각 미술 했는데 그

친구가 집에 이제 그 라디오가 있었거든요


아 그 죽은 중국에서 이 친구가 있다 보니까 라디오 를 구입해 가지고 뭘

내 머리 단련 되었는데 그때 그 친구도 물어 지가 한번 듣고 나서 부터는


에 처음에 친구 보고되지 그런 걸 듣지 마라 됐다는 큰일난다 고 제가 막

말했었는데 한번 누구나 아니라도 다음을 또 궁금해 가지고 또 집에 찾아


가지고 올 닮아 좀 포트로 보자고 타니 듣기 이제 그 친구하고

이불 속에 들어가 가지고 박지웅 걸어놓고 이불속 cg 들었습니다 근데


그때 이지

나오는 방송이 우리 미국이 있는것 자야 재방송 벗이 뭐 합니까 방송


그리고 대한민국의 극동방송 이라든가 키 ebs 1

한민족 방송을 비롯해 쓰이지 그런 방송들이 진짜 이렇게 6단 말하는 것을


의무로 달 드리는 거에요 그때 이제 한 3일 노릇 가보니까 북한에서

그렇게 오랫동안 친히 짓든

무슨 얘기 잘 몰랐어요 근데 그런 내용들 그리고 부탁할 있군 뽑을 지금

고 미국에서 했던 그걸 지가 나려 드리면서 2000 사람들의 처음


들어가지고

얌 유기 그렇게 나쁜 나라라고 했는데 이걸 보니까


업 북한 주민들 지금 탈출해 가지고 중에서 그렇게 어렵고 힘든 사람들을

살려줄 이런거 하지 않냐 그때 제 찌기 때문에 정말 우리가 이때까지

연구소와 다는걸 나주가 들으면서 좀 늦게 떠오르죠


그리고 대한민국의 와 있는 탈북자들이 정말 이제 한옥에 와서 한달 얼굴

벌 맡아 고 있으며 실 들어가지고 그때 지가 제일 축이 봐왔던 계층도


기억나는 것이 저희 탈북자 중에 그저 좌우 비슷한 아이돌의 한담 자본이

한국에 와서 서울에서


우수 기사를 한다고 그때 라디오에서 자기가 지막 증언하는 겁니다

북한에서는 그렇게 이제 공단 나가서 일을 해도 한 달에 이래로 쌀을 1킬


4일 우려 왔었는데

그래 그때 제가 라며 죽고나서 2009년도에 북한 주민들은

진정 훈이가 된다는 걸 모르는 그때 이제 대 문화를 듣고서 제가 먼저


이제

아 김정일 가 우미 대 사람이 진정 후의 라는 게 있구나 하는걸 알게


됐던 겁니다

아까 북한은 짐 부자 자녀들에 대해서는 일체 비밀입니다 잼도 김정원 의

우리한테 희망이고 우리한테 희망인 것은 북한 주민들 한테 큰 희망이 때

믿어온 딴지 행사가 아니라 그 마음들이


그 북한 쯤 들 가슴에 그 전달 될 줄 믿습니다


아 지금 그 다 아시다시피 북한은 김정은 체제가 새해 들어 와서 또 이제

마지막 발악을 하고 있죠


아 이제 당대를 열고 또 청년 때 해도 요즘에 그 10구 있고 그리고

이제 북한 내부 주민들의 한해서


그 엄청난 지금 탄압을 가하고 있습니다

그래가지고 그 지금 3월달에 우리가 입수한 정보에 의한 더라도 북한 내부

문의를 하니까 북한 내보이는 친구한테 강연 제 강을 그

이렇게 이야기 하니까 또 비바람이 불 겠구나


이렇게 이야기 하더라구요 이것은 김씨 통치 이래 70년 넘게 계속

지속되던


행동 드립니다

이 행동들은 단 한 번도 어느 한 시기도 한 순간도 변한

적이 없지요. 그런데 또 이 환경을 볼 때 대한민국에서 많은 거짓 들이

이루어지고 있는 걸 볼 수 있습니다. 북한은 칠 십 년간 단 한 순간도 변하지 않았는데

우리가 북한이 변화되는 모습을 본 것 같고 평화 라고 거짓 평화를 이야기하면서 기만하는 이런 것들을 볼 수 있습니다. 그래서 지금 대한민국 그 정부에 들어와서, 제가 이 회의에 준비하면서

잠시 어두운 자료를 보니까 지금 이 문 정부가 들어와서, 2017년 5월 17일부터 2020 년 11월 23일까지

총 법을, 법치 국가인데, 이 법을 개정하고 또 여러가지 조례를 내놓고 이런 제안을 내놓고 이렇게 했는데 지금 개정 된 법안만 2,649법안 입니다. 악법 이지요. 이게 북한의 인권을 위한 은 법이 아니라

정말 북한 주민들을 억압하는 이런 법의 동조하는 이런 법안이


법안 을 비롯해서 많은 이런 사회성을 불밤 대한 우리가 볼 때 불안은 1

위한 법안들이 2006 때서 마음 내 거니


통과가 됐습니다 그리고 절에 까지 이런 나쁜 조례까지 6000 6만

이창재 의 그 조례가


이렇게 재정이 되거나 돈과 가 됐지요 또 이제 제안이 됐지요

북한도 이렇게 어 밥을 하고 대한민국 또 이 많은 일은 북한 주민을 한테


5 밥이 되는 일은 법안들을

무리로 뭉텅이로 쏟아내고 있습니다


그래서 지금 아 제가 이런 말씀을 드리는 것은 인권 문제는 또 종교의

자유에 관한 문제는 어떤 정치적인 그 상황이나 그런 환경에 따라 가는


것이 아니라 정말 그 거기에 구애됨이 없이 환경에 지장을 받지 않고

무조건 반드시 이루어져야 할 이런 인간이 저넘 이고 권리 라고 확실하게


믿습니다 그래서 지금 이 회를 또 주관해 주시고 또 이렇게 참여해주시는

분들 한테 너무 감사하고


정치적 위선이 나 인권 문제를 다름

그 이런 자기 권력 유지의


악용하는 이런 상황들을 우리 함께 꼭 그 이겨나갈 이라고 봅니다

어 진리대로 이루어질 줄 믿습니다

어 지금 우리가 더 북한 주민들이 알 권리 라든가 또 실지 억압받는


사람들을 해방하고 곳에 그 자유를 주기 위해서 얘기야 그 애를 진행하는데

아 좀 실질적인 문제들을 이야기 하자면 우리는 북한을 맞춰 있다고


어부 카에 닫혀 있다고 하지만 저희가 보는 견해는 북한이 열려 있다고

봅니다


시는 한번도 미국이 미국처럼 북한도

어 예매 나지 않았다고 생각합니다 지금 우리의 사랑이 우리 지금 여기 에


참여하시는 분들이 그 사랑이

그냥 북한 주민을 할때 그냥 그 전달 될 줄 확실하게 믿습니다


우리 탈북민 들의 대한민국의 입국한 탈북민 2 숫자가 그 3만 5천명의

이릅니다


그런데 우리는 어이 탈북민 들 뿐 아니라 중국의 한국영 탈북민 들 뿐

아니라 중구 까 러시아에 있는 갈 국민들도 아 계산 에 이어 봐야지요


이제 중 국가 러시아에는 달 국민들 까지 숫자는 정확한 숫자가 통계가

나올 수 없지만 대략적인 이 추산 2호 하면 20만 내지 30만명을 5


보고 있습니다

그러면 어 대한민국의 입국한 탈북자 수만 3만 5000명이 면 북한 인구


800 명당 1명이 이 땅에 온 것으로 되어 있습니다 자유민주주의

대한민국 영어 무엇으로 되어 있죠


중국과 러시아까지 나온 사람들까지 합하면 그 탈북자들 까지 합하면 북한

인구 80 명당 1명이 나온 것으로 추정이 됩니다 이것은 수정이 아니라


거의 나 과학 이지요

이것은 북한의 닫혀 있다고 볼 수 없다는 것입니다


그런데 문제는 이 사람들을 통해서 북한의

연결이 금한 이루어진다는 것이 우리가 정책적인 가정부 적인 이런 어


자원해서 도 하지만 정보적 차 안에 사는 것은 이 대한민국 2

정세라 등 가 북한 정세 로 볼 때 전혀 신뢰할 수가 없습니다 그렇지만


치는 북한 주민들 외 매 나지 않았 줄 믿습니다

그래서 그 마케 있다고 생각했던 그 북한에서 1명 이기순 용사가 나왔을


때 전 세계가 관심 했지만 지금은 북한 인구 북한주민 80년 다 한명이

해외에 나와 있는 것입니다


이 사람들은 한 사람 한 사람 다 자기 가족 사랑하는 처자 뿐만 하고

연결이 돼 있지요 그래서 2분들이 다 북한하고 지금 정화로 하고 있고


어떤 방법 통해서도 연락하고 있습니다

대한민국의 와 있거나 미국의 있거나 이 서방 세계에 있는 발 국민들이


북한 가져가고 다 연결하고 있는 것은 이제 보편적인 사실 은정이 됐고

우리가 미처 확인하지 못하고 관심을 못 드렸던 구보다 대한민국 연 탈북자


보다 10배나 많은 중 국가를 ci 는 8 국민들도 다 가져가고 통화

한다는 것이지요


우리는 여기에 주목을 해야 합니다

그래서 이달 구미 가족들을 통해서 북한 m 하는 소식들이 이끌어가고


있습니다 물론 대북전단 문제도 아주 중요합니다

라디오 문제도 아주 중요합니다 저도 라디오를 들었고 지금도 이제 라디오나


대북 전화를 통해서 많은 정보를 그 usb sd 카 도 뭐 이런 많은

기기들을 통해서 북한의 정보를 전달하고 있지만 우리가 주목해야 할 점은


해외에 나와 있는 발 국민들을 통해서 그들이 가족 진짜 정제 들한테 바로

이제 머금을 때 종교 신앙 을 알리고

그렇게 하고 마는 그 물질적 지원도 할 수 있고 또 지금도 하고 있습니다


여기 우리가 어 관심을 많이 가졌으면 좋겠습니다

그래서 지금 많은 대북 인권 단체 들도 있고 해외에 계신 많은 분들도


있는데

정부 점 차원에서 이제 압박을 가하는 것도 중요하지만 대한민국 이 지금


현 현 정권 하에서는

이게 정말 잘못되고 있거든요 그렇지만 이 대한민국 아이는 달 국민들 하고


그 해외나 외는 탈북민 들을 통해서 그들에게 많은 소식을 직접 정보를

직접 전할 수 있습니다


그래서 여기에 우리가 어 많이 관심을 가지고 새롭게

파 구 들어서 많은 방법들을 다양하게 찾아서 해서 못 좋겠습니다


그렇게 하고 지금 해외에는 달 국민들은 단체들이

아 달 관심을 다시 가져야 할 부분은 어느 부분이 냐 해외에 나와 있는


북한 주민 드립니다

여기에는 해외파병 그 파견 근로자는 유엔에서 압박하고 미국이 대북 제재가


있지만 해외 아직 많은 근로자들이 우리가 주 시루 접근하고 있는데

러시아 하고 중국의 많은 근로자들이 지금 나와서 불법적으로 숨어서 일을


하고 있거나 또는 러시아 있는 근로자들은 돌아 못 가고

갖춰서 지금 있거든요 그래서 이번 도 를 통해서 많은 그 쭉 그 주변에


나와있는 발급자 분들이 북한 자 의 가족들한테 소식을 전하고 있는

것입니다


이렇게 재래 있는 근로자 들한테 우리가 과감하게

아 접근을 해야 된다고 생각합니다 또 접근한 통로가 많이 열려 있고


그들도 사람이거든요

그렇게 하고 많이 갈급한 사람들이고


그렇게 하고 그 해외에 나와 있는 북한 의사 또는 공무원들 이

사람들한테도 이제 우리가 추상적으로 접근하는 것이 아니라 실질적으로


인간적으로 접근해서 나는 것들

어 전달할 수 있습니다 이것은 우리가 원론적 이거나 초상 적을 하는


이야기가 아니라 현실적인 이야기 이거든요 그들의 사람이고 북한 주민들이


그들이 변화 대해서 북한의 돌아갈 때 북한의

많은 변화가 이루어지고 이제 유대가 우리와 유대가 돼 있는 역량이 이


형성 계층이 형성되게 되는 것이지요

그래서 이 해외에 나와 있는 북한 골로 자들이나 공간은 들은 또


유학생들도 있습니다 유학생들은 하는 나라에 가 있죠 그래서 이

이 사람들은 북한 다 1 x 실리트 급에 속하는 그


계층인 걷습니다 게이 사람들이 변 인식변화 가 엄청난 북한의 효과를


불러 일으킬 수 있습니다 그 여러가지 우리가 방법에 대해서 방향에 대해서

많이 넌 알 수 있지만 이 북한 주민을 한테 현실적으로 실질적으로


접근해서 다시 정리해서 말씀드리면 해외에 나와 있는 한국 뿐 아니라 중국

아 적극적으로 접근해서 이제 또 덮고 알리고 자의 되살리고

그리고 해외 해외에 나와 있는 북한 근로자들 한테 북한 그 주민들 한테


적극적으로 우리 가슴을 열고 가슴으로 맞대면 통하지 않을 일이 없거든요

그래서 적우 절로 그 도울 수 있는 이런 방법들을 많이 연구하고


아띠 5 실적인 사업들을 펼쳐 나갔으면 좋겠습니다 이제 우리 갈 북 인권

단체 드가 국제적인 그 인권 단체들이


인권 활동 자들이 또 많이 그 연대를 해서 이제는 구체적인 방법을 가지고

지는 길을 다 열어 놓았는데 우리가 그것을 활용하지 않는 이런 데 문제가


있다고 생각합니다 그래서 좀 더 적극적으로 일할 때 현실적인 효과들이

많이 일어날 줄 믿습니다


북한의 종교 실태에 대해서 이야기하면 많은 사례들을 이야기할 수 있지만

이 때까지 우리는 북한에서 종교 단합 실태 에 대해서만 많이 연구라고


소식들을 들어왔지만

찬 실은 그 안에서 종교가 확실하게 사랑했다는 것입니다 안하니 미끄


땅에서 살아서 역사하는 그 모습들을 우리는 너무 많이 보고 있습니다

어두울수록 빛에 대한 꿈이 더 강하고


십자가 사건은 십자가에서 죽은 걸 얻고 난 것이 아니라 부하라 사건입니다

그리고 다시 와서 함께 하는 이 사건 입니다 이 사건이 북한에서 그대로


이루어지고 있습니다 우리는 어떤 원론적인 것이나 책에서 본 것을

이야기하는 것이 아니라 우리 가족 친척 형제 친구들이 믿음을 원하고


믿음을 받아가고 믿음으로 다시 살아나는 걸 보고 있거든요 그래서 어 정말

우리가


어 북한의 종교 가 죽었다고 생각하는 것이 아니라 단지 어가 빼고 있지만

살아있다는 것을 믿고 우리가 만원 신앙을 그 안에 그 선포하고 그 안에


지금 살아있는 그 기독교인이 숫자가 감옥에 갇힌 숫자 마 생각하는데

지금 엄청난 그 신앙이 번져가고 있습니다 부분이 일어나고 있습니다 이럴


때 이 들한테 우리가 정말 신이 이름으로 손을 내밀어 주고 기도하고

협력할 때 그 이 한반도 있는 꼭 그 기적이 일어날 줄 믿습니다


이 해외에는 탈북민 들도 단순히 어

어떤 순환 자가 주 남잔 아동 정장 그 동정을 받아야 대상인 것이 아니라


진짜 이 한반도 2

정말 평화와 인권이 자유 신앙의 자유를 주도하고 이 한반도를 벗어나서


땅끝까지 자유를 이루는데

아 저는 오늘 간단히 제가 준비했던 두 가지를 말씀 드리고요

사실 갑 북에서 와 보다보니까 겹치는 향들이 좀 있어요 바지만 평가 막

남북 교류협력 개성 원 관련 논란이 제공이 되고 있거든요 그래서 현 엇

대한민국 정부 하의 백옥 찬 쪽이 전단 살포 금지법이 발이 되어 있지


않습니까

그리고 김유정의 한마디에 김 정 으로 동생 김효정의 한마디에 대한민국


미국 대북 전단을 날리면 징역 3년 이하의 걸 금 30,000,000원

이하 를 내야 합니다 또한 현종 부에 있는 통일부에서 는 남북 교류협력


법 개정을 통하여 서

겸허하게 법을 수정하는 방법으로 중요하게 정말 북한이란


자의 없을 정도로 기수 정하는 방법으로 이제는 대북 라디오 그리고 또

백옥 성공 배 국 전화 통화까지 금지 하라는 의미로 드립 엿보이고


있습니다

주셨지만 이제는 저희 정양 세대도 써야 되는데 라고

예 뭐 설 것입니다 그래서 어 정말 북한 문제를 정치를 바라보는 것이

레이서 가지 클릭했는데 인터넷은 방향이 앉게 썼죠

그래서 쏨 더 그럼 좀 더 많은 정보가 담긴 북한 주민들이 궁금한 것들을


검색했을때 알 수 있도록 그럼 정보가 담긴 그럼 고루 술 보낼 순 없을까

라는 생각을 했었습니다


그리고 마지막으로

어 쑤 안전하게 소통할 수 있는 방법 중에 또 한 미디어 인데요


우리가 실시간으로 뭐 라이브방송 같은 것도 보고 아니면 또 뭐 더카 됐던

드라마나 이런것들을 정해진 시간에 신청 하지 않습니까


그것처럼 어 북한에도 그런 방법을

어 할 수 있지 않을까 감수 애들인데 이제 유리한 방법을 왜냐면 제가

먼저 사담 법은 북한 민주와 위원회 에 대해서 간단히 소개를 드리겠습니다

북한 민주와 위원회는 총 197 년 대한민국으로 망명 하셨던 황장엽


선생님께서 대한민국의 애국적 인사들과 8부 인사들로 북한의 민주화와

북한인권 해방 그리고 탈 국민들이 한국사 의 성공적 정착을 위해서 먼저


식입니다

저는 앞에서 모든 분들이


북한의 현 상황과 실태에 대해서 구체적으로 말씀 드렸기 때문에

대한민국 즉 현 정권에서 탈 붕장어 정책이 정책 의 인습과 해남


그리고 그 문제점에 대해서 짚고 넘어가려고 합니다


현 집권 여당에 많은 사람들은

탈북민 들 자 국민들은 자기만 살고자 분모 처자를 버리고 나온 사람


심지어 북한체제를 빼 심한 배신자 로 매도하면서 인신 공격 또 스승 치

않고 있습니다


그것도 우리 살리 영역에 있어 시럽의 은사들이 진행하고 있다는 것입니다

다음으로 정착 지원 단체와 봉사단체 북한 인권단체 를 구별하고


북한 인권단체 에 대한 인위적 인 통제와 지원 증 닭 등 배타적인 입장을

시종이 시종일관 하게 경제학 5인 정권이 다름 아닌 현 문제 인


정보입니다

북한 인권 단체가 진행하고 있는 북한의 민주화와 북한인권 해방 운동 일이


현 정권이 대북 정책에 걸림돌이 된다 며 북한 인권 단체의 활동 물심 의

위축시키고 있는 것도 다름 아닌 운젠 정보입니다


이 같은 제반 사실은 현 정권이 숨길 수 없는 권력적 인 개 국정 책

대북정책이 모순되고 불순한 목적이 숨어 있으면 우리 사회의 곳곳에서

특히 현 정권과 측근 여당에 의해 발휘된 대북 금지와 대북 전단 발포


금치 법은 인간의 알 권리를 침해한다는 측면에서 인권의 천 적게는

여러 단체들이 있습니다 그리고

그 이 단체의 할 수 말을 하면 북한이 김홍희 많은 도움이 됩니다

물론 그들에 대한 안전을 위해서 우려하는 그 마무 너무나도 감사합니다


그렇지만 김정은은 끼 김씨 정권은 70 년 동안 그 약점을 이용해서 파

구두로 꾸 탄압에 꾹 할지 를 한 것입니다


그래서 북한 주민들은 그


2분보다 자유로울 또 원하거든요

그런데 더 좀 구체적으로 그 진실하게 이야기 한다면 우리가 이걸 알아야

그들은 듣고 먹고 생각하게끔 지어진 존재들인 것입니다 그래서 그들이

엄청나게 원합니다


그래서 어떻게 하냐 이제는 우리가 라디오를 보내주는데 꾸 들한테 그럴 수

있는 수단이 냐


이렇게 생각하는데 실속 의선 실은 북한 주민들이 자체로 라디오를 만들어서

이렇게 자석의 허리를 감아 가지고

안되거든요

그리고 비약 공부하는게 많이 어려운데 장가 꿈을 받으니까 공부했고 집중할


수 있더라구요 그래서 8 북 청년들 학업에 대한 것도 이제 우리 아 좀

가칭 좀 많이 했으면 좋겠다라는 생각 간단하게 그렇습니다


그러고 어 이제 나머지 질문에 대해서 좀 퍼갈 적으로 말씀들이 곳이고

특히 미국 번 돌에 대해서 질문을 해주셨는데 국에서는 이국철 미국 넘


이라고 이들

그래서 그만큼 날 라디오는 한줄 게 생애 줄였고 아까 목 북한 주민들을

이용 하지 않냐 뭐 이렇게 있지만 당연히 위험하지요 하지만 우리가 정말


그렇게 갈 긁다 정보의 긁거나 않은 것을 다시 한번 깨닫는 시간이었던 것

같습니다


어 그러고 도덕적인 뭐 타격에 대해서 이제

어 질문 주셨는데 4개 답이 될지는 모르겠지만 저는 북한에서 이제


할아버지 를 통해서 간단하게 이제 조용히
